i think there was some story here about circuits and computers being a life form that was found in the 50s, sounds kinda crazy but its interesting

The answer is no, the internet couldn't possibly be an AI.
For the second question, AI exists, but it's not like an artificial person like you might imagine.
Even artificial general intelligence will not be like a human the way you imagine.
