It looks like a shadow person of some sort, probably attracted by the energy vibrations produced by the car's engine.

Honestly the first thing that came to mind were the Shadow People of Hell Valley from Super Mario Galaxy 2. Then again, their design is pretty generic and overused in the "creepy shadow monsters" trope.
What context was the picture posted in? Was this a picture that he himself took, or did he get it from the internet or something? That may be one of the first steps to determining its validity.
