If you post something to a website from your house, and the website logs the IP, then a law enforcement agency that has obtained that IP address can compel the Internet service provider to release the billing information associated with that IP address (i.e. name on bill, street address where connection was made during installation, etc.)
If Anon uses a VPN, then that VPN can be compelled in the same manner as the Internet service provider. Now what if Anon uses Tor? Well that's safer than the VPN, but not full proof.
What about using a public WiFi? Well that's pretty good, actually, because then the ISP will point back to the Starbucks or whatever, but this isn't full proof either, because regular police work can lead to Anon's identity through interviewing the other regulars and employees, checking CCTV footage, stakeouts, etc.
If you're careful enough, you won't get caught. If your not careful at all, a single IP would be all that it takes.
