What is evidence? Is human testimony evidence? What happens if that's all you have?

This is an example of the U.S. government conducting biological weapons testing on the citizens of San Francisco without their knowledge or consent.

What happens when you have knowledge about programs, or events, that have a significant impact on society, but you are up against an organization with practically unlimited funds, like our government, and all you have is witness testimony?

Do you simply discount it entirely because they have no "proof", despite the history of fucked up shit our government has done and or funded?

I wouldn't doubt anybody with witness testimony. There are so many instances of human experimentation in the US where official documentation hasn't come out until 20-30 years after the fact. There are SO many examples of "state schools" for the mentally retarded routinely conducting experiments on their patients. I feel like it is less prevalent now, but it was certainly a widespread and verifiable phenomenon.
