Except they found out that the brain has no central clock since it doesn't work like a computer CPU.
This might come as a surprise to you, but the electromagnetic environment around you happens to be quite a lot as important as the natural ecosystem would seem to be.

This implies that a CPU cannot be stepped. Were it can be stepped dependent on voltage. Similar, your brain is able to be "stepped" in regards to different conscious states, sleeping, waking, concentration etc etc. The brain is considered a parallel processor, where as a computer is non-parallel.

There's no evidence to this idea that I am aware of. But HAARP definitely can manipulate the ionosphere with directed/concentrated radio waves (create aurora borealis) and could possibly manipulate jet streams and or lower atmospheric environments.
