looks like a a shitty stem and leaf plot, except instead of "leaves" it's the recording of certain values for each year.
Strangely, though, it's just cycling through the whole numbers from 2 - 9, with a single space in between. Possibly a reason for it, but almost nothing occurs with regularity like that, right? It's way more likely that the dude was just playing with numbers. Even with the pseudo-conspiracy stuff on the back, there ain't exactly a reliable cross-reference for abductions, signals, or any form of possible extraterrestrial contact.
