It looks like a mix of a pigpen cipher and a sator square, but it's a shitty sator square. I'm going to go with a pigpen and some occasional galdrabok sigils.

It means you need to go through and figure out the most likely pigpen used and hope they didn't do something weird. Too bad though, because I can already tell something weird was done.
