He's not talking about the earthquake actually occurring where the camera is. It happened miles away. It's just residual tiny vibrations which could definitely cause something on wheels and no brakes to move. It's pretty common.
Though, this is a very easy question to answer. All we have to do is figure out where this is and look up if there were any recorded earthquakes in a large radius around that area.
