"Scienta" means nothing in Latin, "Sanctor" means legislator. "Knowledge/science of the saints" would be "Scientia Sanctorum".
However, I googled Scienta Sanctor and the first result was quite interesting (http://k9squad.net). It's a Google Form that references 3301.
I'm going to try to fill it and see if I get any answer.
