It's unknown who made it except for the place the video was made. A part of content isn't decrypted. I remember that there were coordinates for white house and massage that eagle will be shot etc. The costume on the video is of plague doctor. Propably chemical/biological attack.

I checked the coords its the white house but its a specific room next to the security offices so I don't know what they're specifically refering to.

Supposedly filmed in the woods outside Otwock, Poland. Apparently there's a sanatorium in the woods that the Nazis used during the second world war.
