OK, here's the answer. It seems to be some randomly chosen coordinates used in documentation for various programming languages that have a use for parsing GPS.

This Perl script to calculate distance mentioned the code being from 1998, so that may be the original source of it! http://www.indo.com/distance/dist.pl
