Over time it was determined that isolation and poor survival conditions did irreversible damage to their culture and collective intellect, and they were merely waiting to die or to devolve into something far more savage and rudimentary.
We being the kindly and benevolent lords and masters of humanity's fate, invited without consent these fine, primitive individuals to join us upon the surface to see what benefits they might possibly bring to mankind. In this time progress has been minimal yet promising; they aren't terribly bright but they're very curious and they make fantastic interns.
