What's the deal with Hong Kong 97? Was this an actual dead body? The creator, Kowloon Kurosawa, is kind of a creep. Why are they're dead bodies in this game? What's its backstory?

I think the commonly excepted theory is that it's Leszek Blazynski, but the fact that it is a vhs tape is weird and why would the police realize pictures of his suicide let alone record it for an hour?
