Internet traffic can be traced. So can phone calls. Physical mail is obviously traceable not to mention needing a person to facilitate it. Burst radio transmission can only be done short-range.
Encrypted messages over ham are a simple, fast and relatively safe way to transmit sensitive information to many people all over the place quickly. Just because the tech is old doesn't meant that it's ineffective.

I was part of the US intelligence community for some time. There are far better ways to pass information and HF comms are secondary communication at best. Radios are best for tactical communication and those will be in the VHF range. By radios I mean things that are not satellites. Satellite is the primary way of communicating when in the field.
Now I am not sure what this frequency is being used for, but if it is over HF it cant be overly important.
With that said, I only worked in intel. I do not really know how things work on the operational side. Our information is a bit more sensitive than operational information so I suppose we would have far better security put in place. Still we have FAR better technology that doesn't require someone to use the phonetic alphabet to send an encoded message. This is some WWII level shit.
