Internet traffic can be traced. So can phone calls. Physical mail is obviously traceable not to mention needing a person to facilitate it. Burst radio transmission can only be done short-range.
Encrypted messages over ham are a simple, fast and relatively safe way to transmit sensitive information to many people all over the place quickly. Just because the tech is old doesn't meant that it's ineffective.

TACAMO aircraft are command post and communications relay platforms to US ballistic missile submarines worldwide. There have not been three operating at a time since the darkets chapters of the cold war, and indicate at least a level 3 defense condition judging by the last time this happened- 9/11.
Check it yourself on planefinder- In the search box type 00000000. In the drop down box you will see two aircraft listed as 164410 and 162784. Select one of these and it will show you the position of that particular TACAMO.
