The Monarch mind control program works by inducing trauma on a subject to break down the psyche to the point that it can be reconstructed in a fashion suiting certain ends sought after by the programmers.

This deconstruction picks apart the human mind to the point that it can be then reconstructed in the form of programmed ‘alters’; alternate personalities with completely separate fabricated histories and thought processes.
Think of the mind like a crystal; a REALLY big crystal. Through SRA the programmers break down our psyche, much like someone walking up to that crystal and chipping away at it with a chisel little by little.

Eventually, after much chiseling (abuse/torture), a piece or chunk of the crystal will dislodge. This dislodged crystal will then be assigned programming. Think of it like taking your hard drive (the crystal/psyche) and partitioning it into operating systems. That programming, the operating system, will be installed into the chiseled crystal as alters.
These alters will be assigned functions along the spectrum previously discussed (alpha, beta, delta, gamma, omega, theta). With this newly developed alter in place the programmer will put the partitioned crystal back where it was removed; into the blank psyche of the victim.
