You should be making them in Imagemagick.
Right tool for the job and all.
Photoshop is going to struggle, because it doesn't support multiple inheritance, because its art-grad end-users' brains would melt at the idea of a two-dimensional layer graph.
If you must use photoshop:
- get the 3x3 template
- add nine new layers below it
- use the flood tool (on "sample merged" mode) to give each layer a layer mask that occupies one square only
- paste one of your shitty-taste favorite animu into each layer
- use free transform to make it look purty, or at least aligned.
