Are you sure it is IPv6? Is your connection enabled and set up for it?
Just looking at my config shows the same thing with the no network access on IPv6 and my connection is just plain old IPv4.
Though if you do really use it then make sure it is set to obtain the IP automatically.

Still doesn't answer if you are enabled for IPv6.
Did you try this? Got this from a quick google.

1.Click Start -> Run
2.Type inetcpl.cpl and click OK.
3.Click the Connections tab.
4.Click the LAN settings button.
5.If any items on this window are checked, uncheck them.
6.Click OK to close any open windows and restart your computer.
7.Launch Steam and test the issue.

Also check the IPv4 settings. Might be something changed your proxy settings at some point.

Also for other browsers.
For Chrome: Press the wrench (top right) > options > under the hood > change proxy settings > connections > LAN settings > and make sure "Automatically detect settings" is checked and everything else ISN'T.

For Firefox: tools > options > advanced > under the connections group box press "Settings..." > and make sure the radio button "NO PROXY" is set.

followed these steps.
issue no longer persists.

thank you very much
