Any one knows how to disable 60fps for HD videos? My PC can't

Any one knows how to disable 60fps for HD videos?
My PC can't play those videos properly but I want to keep the HTML5 player.

If you're using Firefox, there's the add-on "YouTube High Definition", which allows you to change a lot of playback settings.
Not sure it'll solve your particular issue, but it's a good place to start.
