Please tell me how I can get a domain name without paying somebody else. I can host for free so why can't I get a domain name for free?

ICANN -- the company that manages all domains, gives registrars such as DotTV ability for a top-level domain (TLD), in this case, TV. They pay fees or something like that to ICANN.
You could in theory become your own registrar, but that would be more difficult than it would be worth.
Namecoin is a promising way to get around this, where you buy .bit domains using Bitcoin technogoly. However, not many people use it, so only having a domain from that would severely limit your possible userbase.

there was a dns site that could let you register you own domain for free
it's not a .com or .org sadly
i'll look it up since i haven't used their service for more than a year and i'll report back
