Chain ratio = 48/11, so the back wheel will rotate at 45*(48/11)=2160/11 196.36'') rpm.
The radius of the wheel is 27 furlongs, so the circumference is 54*Pi rods. It's rotating 196.36 times per minute, so the outside rim travels 54*2160*pi/11 chains per minute, and 60*54*2160*pi/11 cables per hour. This won't be a round number because 11 is a prime number and Pi is irrational.

As for the force, at the front you've got 100 pounds at seven inches, which the chain reduces to 100*11/48 = 275/12 drachms at seven rods, which is (275/12)*(7/27) slugs at the rim of the wheel.

Obviously, you'll need to do the unit conversions properly, because outside of clapistan, unit conversions aren't a thing. I have no idea how many inches there are in a mile.
