Not an anime, but the PLUTO manga will make most anyone cry bitch tears at least once throughout the storyline.
Hunter x Hunter will do this if you can get really invested in the characters. It's a lot of episodes, so you've got to be the kind that really cares, but it's worth it.

Do you mean anime with very sad/heart wrenching moments or anime with depressive and bleak atmospheres?If the first, then I'd recommend stuff like 5cm per second, Katanagatari, NHK, Kaiba, Code Geass(maybe?), Mawaru Penguindrum(also maybe), Clannad AS(not my cup of tea, but many people consider it to be sad) etc. If the later, then I'd say that things like Texhnolyze, End of Evangelion, Casshern Sins, Angel's Egg, Memories, Shinsekai Yori, Ergo Proxy, Lain, Boogiepop Phantom etc.

It doesn't sound like something that will make you cry, but there were a couple of parts that really got to me.
Kimi Ga Nozomu Eien used to be the go to for this. Nobody ever mentions it anymore because it's a bit old, dated and probably forgotten, but it still really tugs on your heartstrings and will make you cry 100% guaranteed.

I didn't cry at LOGH's ending (despite getting fairly emotional), but episode 82 hit me pretty hard - my heart sunk. I'd say it's the only time a fictional story has made it feel like something tragic has happened to me in real life.
Space Brothers made me cry tears of joy in certain places, and it gets extremely emotionally heavy around 40 episodes in.
Sakamichi No Apollon made me cry when Sentaro cried in Kaoru's jacket.
Your Lie in April is pretty great too, but it pales as a piano anime in comparison to Sakamichi. That aside, you're also a bitch if you cry because of it; it's well written, but also gets its point across by being cheaply sentimental. (probably due to the fact it does so mainly by withholding information from you)
