Need help with logo quality / size

My company is making me put together a postcard, but the logo i have to work with is tiny and gets super blurry when enlarged. Can someone please help me by clearing the image up and uploading a larger size image to work with. Thank You!
i don't have illustrator installed, but you can easily convert the image to vector or trace it in adobe illustrator. maybe that helps
i have never used illustrator before.so i would have no clue where to begin with that. i do have Photoshop, but never really played with it before to know anything useful.

When this happens I always get the feeling it was a commission people didn't want to pay for, took the shit quality preview and then ask someone else to trace it to get it for free.
