wakabashi's 4 koma collection has a qt one
Waratte, Sotomura-san is not really about delinquents but it's vaguely related.
Onidere is the closest I can think of. It is a romantic comedy with a delinquent as the main girl.

I can recommend those. Also Wakabayashi Toshiya´s 4koma collection is now called Tsurezure children. Oh and Yandere Kanojo is a great comfy 4koma romcom if you ignore the meh art.
