Sorry if this is taboo but I need a little help.

I'm taking discrete math this semester and in my homework I came across something I am unfamiliar with.

This is not in my notes though I vaguely remember it from class. I have no idea how to even google it let alone figure what it means or what I'm supposed to do.

I'm not asking for answers I am just asking for a brief explanation of what this means or is called
