Is this a good build for it's price?

I'm not a big graphics fag, I'd be fine with playing any game at low settings as long as I can get constant 60fps.

I'd like to also record sometimes.

Would this be good for me?

Yes.

Then no. Recording is CPU intensive and that CPU is trash. Swap CPU for an i5 or i7 (this means you need to switch Motherboards as well).
