What are some anime which touch upon the subject of domestic abuse or negligence. Boku Dake and Higurashi would be examples, Evangelion and Utena have more surreal narratives but also touch upon the subject.

I don't know much about anime, but I wouldn't think they would invest in stories surrounding domestic abuse.

Having said that, if you're into manga you could see Fukushuu Kyoushitsu (Revenge Classroom). It only has around 14 released chapters and is rarely updated.
