How old are you OP?
Which aspect of L is important to you? Do you want the character to be as quirky as L, or is it enough that they put a lot of thought into their deductions?
The latter is easier to find since there's quite a bit of good mystery anime out there. I suggest a show called Rokka no Yuusha, really intriguing mystery with a fantasy setting.
If you want something similar to Psycho-Pass, I'd recommend Ghost in the Shell: Stand Alone Complex, and possibly Eden of the East.
