Need some help with my comp, can I boot an operating system and install it from this screen?

no, you need a bootable device (usb stick, cd/dvd rom) with a bootable image of the OS you want to install.

that pic looks like a BIOS flash utility, no idea how you landed there.

insert it into the cd-rom drive and reboot the computer. if nothing happens, then you need to get into the BIOS itself and change the boot order (typically pressing delete when it first turns on will get you into the bios)

repeatedly hitting F8 or F12 on boot will often give you a Boot Menu too. Then just select CDROM
