Can someone solve this case?

Some guy hit my car while my dad was driving, my dad took a photo of his number plate but its out of focus. Even though my dad has his phone number, the guy refuses to admit it was his car. It's all made worse by the fact that this image is out of focus, would be a great help if someone can get the cars registration number from this number plate pic.
