At least I think that it's her, Ako Atarashi from "Saki Achiga-hen Episode of side A".
Of those two, probably One Piece. Detective Conan is a great show, but not really something where it's worth sitting down and watching the whole thing. It's just a bunch of episodic mysteries. The overarching plot, while interesting, moves at a glacial pace every few episodes. One Piece, meanwhile, is also pretty solid and is actually going somewhere.
