People thought it was weird that Portugal was included along with the African, so they used the face of the Berber guy and said he was a Portuguese person (Alberto Barbosa).
Then there's the WE WUZ KINGS meme. Some African-Americans say that the Ancient Egyptians were related to them, and the meme is making fun of the way some of the uneducated ones speak. "WE WUZ KINGS N SHIET".

It's taken 3-way combination of memes. Allow me to explain:
The turbaned smug African first arrived on /v/ as the cover of the new Age of Empires expansion pack. The African is Mansa Musa of Mali, who was black, but that was irrelevant. The titled of the expansion pack is "The African Kingdoms" but featured the Portuguese civilization as well.
/pol/ cross-boarders jumped on this image and began pairing with their long-standing derision of Afrocentric black Americans claiming that they are the descendants of ancient Egyptians and North Africans in general. This pairing resulted in the WE WUZ KING N SHEIT being spammed every time smug Mansa Musa was posted.
Meanwhile, on /int/, Portugal-ridiculing had become in vogue. This was an incidental meme that resulted from color-coded statistical maps of the world tending to have Portugal to have the lowest rating in western Europe, sometime being on par with lower strata countries like Turkey. That meme developed into people purposely coloring Portugal to the worst available color available followed by everyone in the thread mocking Portugal.
The name Alberto Barbosa is a fictional but somehow generically fitting Portugese name that was created and spammed by anon during one of these Portugal-bullying threads.
Remember, Portugal was featured in the "African Expansions" pack and that was capitalized on by /int/ posters. They combined the WE WUZ KINGS and Musa /v/ and /pol/ fusion with their Portugal bullying. Musa was now a great Portugal leader. Like the rest of his people, he is also named Alberto Barbosa.
This meme is not only being spammed on /pol/ but on /int/, /v/, /tv/ and /sp/. I hope that clears everything up.
