varies a lot by state, and hey it's a new year, try a new color.
I'd assume the reason for that is
1. You aren't comfortable with yourself, so you feel like you need to change your body to fit with your view.
2. You are comfortable with how others view you, so you try to gain attention through a change.
3. You just want to be the center of attention.
These are probably bad reasons to change your hair, but if you just want blue hair because it looks cool and there is really no selfish reason for doing so, then just go and do it. It doesn't really matter, and what makes you happy should be done.
