What are some good examples of reliable but not fancy android phones on a budget? All I'm seeing is 40 dollar chinese phones with 1-star reviews saying they're plastic boxes of sand and phones that cost two hundred or more. Nothing in between... Honestly if it can text, call, play mp3s, and catch sum poker mans that's good enough, bonus points if under 100 dollars.

that's hardly enough info

text and calls don't work well without a plan of some kind, and they're not exactly interchangeable

They kinda are. GSM is everywhere, so all you need to do is get a phone that takes a SIM card.
