Hi, I hear /wsr/ can help me with my predicament. I keep scrolling past this with an ever increasing need to figure out what she's from. Anyone know?

The name of the artist is in the bottom right corner, I can't read moonrunes though. If you can figure it out you can find his pixiv and possibly find more out about the character.
