The details are scarce and quite vague, so please bare with me =\

In terms of visual design, it somewhat resembles Studio Ghibli (possibly).

2006 or older.

The premise of the story includes a village by the ocean which is later flooded. The story includes "humanoid" beings resembling animals that talk. The protagonist gets on a ship (possibly underwater).
The ending entails the main character crying over the hard fate of the aforementioned humanoids. In one of the main scenes, the humanoid tastes the tear of the protagonist and mentions its salty.
Im also assuming that these beings are friendly.

Sorry for the really obscure description, but that's I was given. Can anyone lend a helping hand in identifying the anime?

P.S. Someone mentioned Boku no Pico, but I think it was a troll?
