How do I get a photo to look like this?

2 Main ways:
1. Harder but looks better:
Photo editing software (GIMP/PS). Trace objects and fill, cell shading manually.
2. Easy and Fast (Recommended)
Load into GIMP/Photo shop
Go to filters. Look under artistic. Try them until the look relatively cell-shaded.
There are other ways but these are the 2 that come to mind.
