What is the best way to acquire manga and what is the best device to read them on?
Physical books: kanzenban > tankobon > magazines. Read them in a well-lit room.
Digital releases: You usually use the format in which the manga is released without changing anything. Read it either on a monitor or a tablet with a good resolution.

As for reading, try using either CDisplayEx or Honeyview.
I read my Manga digitally using the zingbox manga app. There are multiple sites so you can find pretty much any manga on it and it's pretty well organized.
Download the .rar or .zip file containing the manga from the scanlator's blog where they are release it. If you want to be updated when they release a new chapter, get an RSS reader/client and add the RSS feed to it. I recommend inoreader for that

Get the software mentioned here. If you have 2 monitors you can go full desktop in CDisplayEx and have the left page on your left monitor and your right page on your right monitor.
Most comic/manga software can view .rar and .zip archives without it needing to be extracted.
