Not sure about a party, but Gintama is the best I've seen/read with the description you've given, the serious to comedic ratio is pretty random though, and usually falls back on comedy.

Katanagatari. About as close to Champloo as you'll find outside movies setting-wise, tonally quite different, but you won't regret it.
Among the most solid final episodes I've ever seen. Check it out.
