The cosplayer is called Yun Kousaka, she seems to be a well known cosplayer. Found the image on her twitter page - https://twitter.com/yun0808/status/496315681357299712.
Also I think the OP in /pol/ put a fake name for the image as its date is in 2016 yet Yun Kousaka posted this back in 2014.
