To be unable to play 720p, it would have to either be a Netbook, a Pentium 4, Pentium M, or massively-misconfigured. No even vaguely-modern computer can't do this.

Yeah, it will work, as long as both your monitor and your laptop have the same port.

You should be able to just set the resolution of the secondary monitor to 1080p, I don't see why this wouldn't work unless your hardware is too weak to support both a 720p and a 1080p monitor.
