So I've used this computer for about ~2-3 years problem free, yet sometime last week it's become unusably slow. Watching videos or navigating broswers is like watching stop-animation gifs of what I'm trying to do. Playing games like hearthstone or csgo is literally impossible, etc.
I've factory reset my PC, done a fresh windows install, checked for virus's (windows defender and malware bytes) and both came clean, and I've tried doing ""chkdsk /r"" to check for hdd problems and it just gets stuck at 10%..
What's the problem? Anyone know?

Yea I check task manager frequently. Nothing goes above the 40% mark unless I game, and even then it never passes the 60-70% mark.
