Can anyone get the name of the anime or artist from where this girl is from. I have tried google reverse image search,and couldn't find anything worth while about it just a lot of Pinterest links.
most tags come back as Koibayashi Yuji as artist. It seems to be OC, since there is no tag for any character.
Try reverse search on the full image with iqdb for further investigation
I know that feel. I tried once to find where pic related is from, but all I found is that people like to use the image to ask where/when people discovered anime.

Oh nevermind, I screwed up the date. I still couldn't find any source though.
Bleh, one link on tineye mentions Rei Hino from Sailor Moon, but when I open the link, the image is not there.
I wouldn't jump to conclusions, so... no source yet from me.
