If you want to view it, that depends what platform you're on.

Comic Zeal is good on iOS.

I've yet to see a good viewer for Windows.

A cbr file is just a renamed rar file, but with an own ending for dedicated comic book viewers instead of generic programs. The same is true for cbz and zip.

So either use a generic program to get the files (winrar, unbar, stuffit expander,...) or some dedicated comic book viewer to see the pages without uncompressing the cbz file.
