It's not quite what I meant, sorry if I want clearer.
before last week I could click on my other monitor without the taskbar appearing over the video, even when it was on both the monitors, and I'm not sure if it was a windows update that did this, or a chrome update

When you say "other" monitor, you mean monitor on the right, am I correct or the left one?
