thinking about building my own computer. gonna be my first time and i'm not very knowledgeable on parts.
how would I go about on building a computer if I wanted to play this game?

Would the recommended specs be enough to play other games like fallout or DaS3 at a decent quality?

That's like asking "what is better: canon or nikon?". Although fanboys can (and will) have shit fights for days over this subject, the real answer is whatever your comfortable with.

Anyway:

A decent skylake processor
GTX 970 (4gb) and up
8gb of ram
I got the Asus Z170 Pro4 mobo, no problems
A 600 watt 80 Plus Bronze PSU
A 1 - 2tb HDD for porn and games and a SSD for OS
Google around for a decent case

You only need one CPU yes, Intel is typically higher performance for higher price while AMD tends to be more budget options. Without getting in some dank /g/ memes if you pick the right CPU for what kind of performance you want the maker is largely irrelevant which if that winds up as the case go with AMD cause they are almost always cheaper.

Note that AMD's marketing department has a glorious history of blatantly lying to the customer (calling a four-core with hyperthreading an eight-core, calling a chip with onboard graphics an "APU", etc.), so with AMD it's critical to go off impartial benchmarks and not spec sheets.
