Except it is possible. I purchased the pro version of AnimGif and haven't had any major issues. A few drops in framerate here and there, but nothing serious at all.

It's a little overly complicated but you have to set the lock screen wallpaper first, then check mark the setting for the second gif for the home screen, then tap clone settings right under that, then select the gif you want for the home screen the same way you did for the lock screen.
