Yes and no. Valkyria Chronicles is a tactical rpg in the vein of like fire emblem or whatever, but it's 3rd-person rather than top-down. So think of the orange bar like the distance the character is allowed to move, rather than stamina per se.

there will be a few (about 4 or 5) times where zadorknob escapes and you keep capturing him then there is a final one where he escapes and miller says he cant track him down this time and there will be no new side ops to find him.
the thing is...
do one of the side ops that let you go into the MSF shooting gallery and you can take the stairs upstairs where he would be hiding and it triggers everything.
also look on youtube for the secret monster hunter missions, they are pretty funny and a complete game changer, and after a few dragon boss fights you go up against Gear Rex.
oh, and you need to have zeke fully operational for the 'thing' to trigger

I played on Tactical Gamers a bit, years ago, but they tended to have the l337 players there, and I never could cope with them. I'm old, my reflexes are slowing, and I can't seem to get past the "a bit above average" bracket in any of these FPS games, skill wise, regardless of time investment. I suppose I coulda commanded more, but my NS2 play was sporadic enough that, by the time I got tactics down, some patch made my previous strategy irrelevant. (Plus, commanding in pugs is frustrating as hell.)
Did host the Jigglypuff's Jigglyroom for NS1 for a half decade or so though. Took part of in an 18 hour marine turtle once there - good times.
I own most of the planets that you can build capital ships on so I'm just steamrolling the Rebels
