I dont typically use ffmpeg, i use x media recode. but
since you are constrained to 4mb on here
i'd say either cut the vid a bit or in half
1:23 is a bit long for a 4mb filesize cap.
and lower resolution 640x480, 640x720
ffmpeg usually has presets
