Sort of. Individual episodes are written and directed by different people. Only certain general details about the characters and setting had to stay in place. So in a given season there might be 2 really serious dramatic episdoes, and 1 twilight zone homage, and 3 kind of generic monster of the week things, 1 practical special effects focused one, one focused on a courtroom drama, and a couple of really over the top focused on something like body swapping or time travel. And it was common for one episode to directly comment on or make fun of or just flatly retcon something another writer did in an earlier one too. So a lot of the charm of the show for fans was playfully trying to stitch some kind of coherent plotline out of all the randomness.
